Are you great at multi-tasking and working on multiple projects at the same time? Do you enjoy a challenge and like to develop creative solutions? A downtown Houston college system has an immediate need for a project-based Buyer position with public sector experience.
Work with system departmental staff to handle formal solicitations.
Develop, evaluate and negotiate contracts for a wide range of products and services.
Ensure that all purchases are made in accordance with policies and applicable governing laws.
Review client department requests.
Conduct advanced industry/product market research to identify alternative supply sources.
Coordinate the inclusion of small-business participation.
Handle complex acquisitions and prepare solicitation/award documents, including PRC summaries. Maintain a bid calendar of current projects and contracts.
Promoting open, fair and competitive selection processes.

Bachelor's degree in Business/Purchasing or any related field required. Eight (8) years directly related work experience may be substituted in lieu of degree.
Minimum of three (3) years purchasing experience that displays hands-on experience in purchasing a broad range of materials, equipment and services.
Strong work experience in purchasing and/or PRC in an educational environment or governmental agency highly desirable.
Certification in any of the following (equivalent or advanced) preferred; applicants who do not currently have said certification will be considered provided they agree to obtain the certification (as a condition of their continued employment) within eighteen (18) months after employment:
o Certified Professional Public Buyer (CPPB)
o Certified in Supply Management (CSM)
o Certified Texas Purchaser (CTP)
Ability to read, analyze, and interpret general business document, technical data, or governmental regulations.
Ability to write reports and business correspondence.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Good understanding of the importance of vendor relationships, vendor goodwill and interdepartmental goodwill.
Proven and displayed abilities to effectively coordinate multiple, concurrent work activities.
Knowledge of PRC related State of Texas laws and regulations.
Ability to represent Operations effectively and professionally is essential.
Proficiency in computer word processing and spreadsheet applications, including Windows, Microsoft Word, Excel, etc.
